An increasingly discussed part of the BRI is the Digital Silk Road (DSR) which, at least on paper, is focused on investments in the digital field in BRI countries, from building physical infrastructures to localizing digital services and devices. This project studies the implementation of the DSR from the bottom up in China and three neighboring countries: Cambodia, Myanmar and Kazakhstan. It starts from a simple question whose answer is very unclear: What is the Digital Silk Road, exactly? What projects does it consist of and how are they coordinated? Who is investing in it, and how much? How are these projects connected with the goals of the Chinese State, and directly supported by it, and how do they deviate, following instead the goals of the corporations or people who materialize them? In China, where policies, finances, devices, online platforms and apps originate, we look at the strategies of tech companies, especially SME, to succeed in the markets of the three countries, and explore how they are linked to a general DSR strategy and how they diverge from it. In Kazakhstan, Myanmar and Cambodia, we focus on traders and small markets as well as people's use of Chinese tech. China is investing in digital infrastructures, e-commerce, mobile payments and Chinese social media, mobile gaming, and entertainment apps are increasingly popular among young people. The Chinese presence is particularly visible in urban areas such as Phnom Penh and Sihanoukville, whose deep-water port is an essential part of the maritime BRI. China has also made important investments in digital infrastructure and e-commerce, and Chinese phones and other digital tech are widespread in both urban and rural areas. Данный проект изучает реализацию ЦШП по принципу «снизу вверх» в Китае и трех соседних с ним странах: Камбодже, Мьянме и Казахстане. Он начинается с простого вопроса, ответ на который до сих пор неясен: что такое на самом деле Цифровой шелковый путь? Из каких проектов он состоит и как они координируются? Кто и сколько инвестирует в него? Как эти проекты связаны с целями китайского государства и каким образом поддерживаются им, и как они отклоняются, следуя вместо этого целям корпораций или людей, которые их реализуют? В Китае, откуда происходит политика ЦШП, методы его финансирования, технологические устройства, онлайн-платформы и приложения, мы рассматриваем стратегии технологических компаний, особенно малого и среднего бизнеса, которые предпринимаются для достижения успеха на рынках трех стран, а также изучаем как они связаны со общей стратегией ЦШП и как расходятся с ней. В Казахстане, Мьянме и Камбодже мы сосредоточимся на торговцах и небольших рынках, а также на использовании людьми китайских технологий. Назарбаева в Нур-Султане (бывшая Астана, столица Казахстана) в сентябре 2013 года. С тех пор Китай инвестирует значительные средства в различные инфраструктурные проекты, а также в цифровую инфраструктуру, электронную коммерцию, центры обработки данных, программы "умных городов", финтех, цифровизацию традиционных отраслей и т.д.
